About Us

APLE Cambodia, a child protection NGO founded in 2003 to combat the sexual abuse and exploitation of children, has partnered with INHOPE Foundation in 2015 to establish the only internet hotline currently operating in the country for the public to report child sexual abuse material and other forms of online sexual exploitation of children found on the internet.

The internet hotline is closely linked to law enforcement, internet/ electronic service  providers and other hotlines around the world, which enables the possibility for timely notice and takedown of images containing illegal and abusive content of children.

The hotline provides a crucial link in the protective chain of interventions against child sexual abuse and exploitation, by ensuring that the matters are referred to law enforcement for investigations, and that victims are rescued. 

By the definition of INHOPE, a hotline enables the public to anonymously report online material they suspect may be illegal. A hotline analyst will investigate the report and if confirmed illegal, they act to have the content removed from the internet as rapidly as possible.

Our Aims

Prevention is our priority.

We take concrete actions to prevent all forms of sexual abuse and exploitation including online child sexual exploitation, child sexual abuse material, trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism, child sexual molestation.

Successful Prosecution of Child Sex Offenders

Through a formal Memorandum of Understanding, we work in close cooperation with law enforcement agencies to support the capacity development as well as investigations and prosecutions of sexual offences committed against children.

Protection of Victims and Their Families

We help child victims and their families with crisis welfare support, pro bono legal assistance and referral to specialist psychological counseling, recovery and rehabilitation. We advocate and encourage access to child friendly criminal justice service for child victims.

We seek to strengthen national social and criminal justice systems for the protection of children against sexual abuse and exploitation.  

Policy and Legislation

With data and evidence, we support the development of comprehensive and effective policies and legal frameworks to protect children from all forms of sexual abuse and exploitation that comply with international legal standards and the UNCRC protection measures.

Criminal Justice Development

We provide police with training, mentorship and assistance for ensuring that investigations against child sexual offences are carried out in full respect of the right of the child and their best interests.

Victim Support and Assistance

We provide and facilitate access to integrated social and legal services that help child victims recover and cope with the immediate and long term impact of their abuse, ensuring support is available through the investigation and court proceedings.

Community, Industry and Media Engagement

We engage and empower all levels of the Cambodian society with the knowledge, skills and tools that enable children, parents, caregivers, educators, practitioners, authorities, to identify risks, report abuse and take action to prevent the crime.
